SPEAKERS
General Session Speaker:
Dr. Thomas Ferris - Texas A&M University
Associate Professor, Industrial & Systems Engineering and Affiliated Faculty, Environmental & Occupational Health
Dr. Thomas Ferris' research interests are in human factors and cognitive ergonomics and can be described as the study of cognition in human-machine engineered systems. His primary focus involves human information processing and design to support attention and interruption management. In particular, he investigates novel interface design techniques, employing alternative display modalities such as the sense of touch. Other research interests include human error, decision making under time pressure and human-automation interaction. He has interest and experience in applying his research to the domains of medicine (anesthesiology), military operations (command and control, UV control and operations), aviation (cockpit automation and air traffic control) and ground transportation. Dr. Ferris holds a Ph.D. in Industrial & Operations Engineering (Cognitive Ergonomics) from the University of Michigan.
HESS+ Seminar Speakers:
The Health, Environment, Safety and Security Plus or HESS+ Seminar will feature two rooms of concurrent presentations. The 45-minute presentations are designed to appeal to a wide range of CI members. It is called HESS+ because the Transportation Forum was discontinued and we will have transportation topics in addition to health, environment, safety and security-related topics.

Management of change (MOC) is essential for process safety. Today’s workplace has additional challenges that make managing change even more complex, including a changing workforce, navigating the complex demographics of change, upgrades from legacy paper systems to fully electronic systems, and the science that governs all processes. Brooke Thaler has spent a decade managing the MOC process and will share lessons learned along the way.

Safe FRP Use in Chlor-Alkali Mechanical integrity is a core pillar to safe operations. In chlor-alkali, the correct application of FRP is essential to mechanical integrity and the prevention of chemical releases. This presentation will discuss lessons learned in the design, application, and maintenance of FRP in chlor-alkali service.

Chlorine is heavier than air. This property is important because in the event of a release, the concentration can vary dramatically based on height from the ground in addition to other factors. The team at the University of Arkansas has been a long-time partner in the design, execution, and analysis of the large-scale chlorine release trials sponsored by DHS’s Chemical Security Analysis Center, commonly referred to as the Jack Rabbit Release Trials (JR II). The analysis has continued with work on modeling the JR II releases in the wind tunnel. This presentation will feature a video comparison between the wind tunnel model and the field release, which opens the door to further research on a smaller scale than JR II, including on chlorine concentration by height.

Option for Chlorine Storage Tank Leak Mitigation One of the highest probabilities of a release incident at a site is in the direct connections to the storage tank itself. The sheer number of connections due to the valves and PSV makes this area a primary area of concern in preventing releases. These connections typically also occur at the highest volume of chlorine on site as the tank is the source for chlorine provided to the process. An option to fully contain these connections to prevent environmental releases is available and allows the owner to manage any contained chlorine according to their site capabilities.

The chlor-alkali industry is the world’s largest producer of caustic, primarily used for cleaning products and paper production. Caustic can also capture carbon dioxide (CO2), the world’s most abundant greenhouse gas. Current methods for CO2 capture rely on an energy-intensive calcination process (178 kJ/mol CO2). Using caustic produced by chlor-alkali eliminates this calcination step to produce a mol of carbonated products for every mol of permanently sequestered CO2. This integrated approach has beneficial environmental impacts, and this presentation will discuss this potential.

CI Member Panel Discussion |
Many chlorine producers, packagers, and consumers operate large organizations where technical subject matter experts (SMEs), operations personnel, and those responsible for maintenance are scattered geographically and across generations. Panelists will discuss how technical decisions, such as process design changes, are made in a safe manner and how those decisions are implemented across large organizations. There will also be a discussion on different approaches to knowledge transfer. Come hear you fellow members’ experiences and bring your own to share.
