Emergency Equipment
CI member teams in collaboration with emergency response equipment providers have developed equipment and techniques for effective response to chlorine incidents. These include the three emergency kits A, B and C developed in conjunction with Indian Springs Manufacturing; a recovery vessel for cylinders and the liquid chlorine pump. Additionally, Midland Manufacturing and Kelso Technologies have emergency kits that can be utilized for chlorine and other mission chemicals. Task Groups under the Emergency Preparedness Issue Team periodically evaluate and refine the Chlorine Institute Emergency Kits "A", "B" and "C" and the Chlorine Institute cylinder recovery vessel. There are over 20,000 kits in strategic locations throughout the U.S. and Canada.
The Chlorine Institute neither manufactures nor sells the Emergency Kits. To order the Chlorine Institute Emergency Kits or Recovery Vessel, please visit the Indian Springs Manufacturing Company website. They manufacture the Emergency Kits to the design specifications of the Chlorine Institute.
Emergency Kit "A"
Emergency Kit "A" is designed for use with the standard DOT 3A480 and 3AA480 100 and 150 pound capacity cylinders in chlorine service only. Emergency Kit "A" contains devices and tools to contain leaks in and around the cylinder valve and in the side wall of chlorine cylinders. Note: The Chlorine Institute Emergency Kit "A" is the only chlorine emergency kit for chlorine cylinders that is manufactured to the design specifications of the Chlorine Institute. Under certain circumstances U.S. DOT regulations permit transportation of a chlorine cylinder with an Emergency Kit "A". See 49CFR173.3(e).
Emergency Kit "B"
Emergency Kit "B" is designed for use with the standard DOT 106A500X chlorine ton container. Emergency Kit "B" contains devices and tools to contain leaks in and around the ton container valves and in the side wall of ton containers. Note: The Chlorine Institute Emergency Kit "B" is the only chlorine emergency kit for ton containers that is manufactured to the design specifications of The Chlorine Institute. Under certain circumstances U.S. DOT regulations permit transportation of a chlorine ton container with an Emergency Kit "B". See 49 CFR173.3(e).
Emergency Kit "C"
Emergency Kit "C" is designed for use with the standard DOT 105J500W chlorine tank car, DOT MC331 chlorine cargo tank and DOT 51 portable tank in chlorine service. Emergency Kit "C" contains devices and tools to contain leaks in and around the pressure relief device and angle valves. Note: The Chlorine Institute Emergency Kit "C" is the only chlorine emergency kit for chlorine tank cars/trucks that is manufactured to the design specifications of The Chlorine Institute.
The Chlorine Institute has issued a Bulletin regarding the application of the Emergency Kit "C" to the Next Generation Rail Tank Car fittings.

Recovery Vessel
The Chlorine Institute Recovery Vessel is designed for use with the standard DOT 3A480 and 3AA480 100 and 150 pound cylinders in chlorine service only. The Chlorine Institute Recovery Vessel is designed to completely contain a leaking chlorine cylinder. A DOT regulatory exemption is no longer required to transport a recovery vessel containing a leaking chlorine cylinder.

The Midland B-290 Emergency Response Kit is designed for use on a wide variety of commodities. While its applications can be more complex than a C-Kit it can be used for chlorine railcar fittings. CI Liquid Chlorine Pump
The Chlorine Institute has developed techniques for a field transfer of liquid chlorine in the event of a breach in a bulk container. The technique developed includes the use of a liquid chlorine pump which is owned by the Institute and stored at United Professional Services in Ft. Worth, TX. The pump will be made available for an incident when its use is indicated. A list of Subject Matter Experts is maintained and it is required that at least one of these individuals participate in any use of the pump. Details on use are provided in this document.
